Housing Production Plan

The Town of Ipswich is updating its Housing Production Plan (HPP) in 2020. This document evaluates the housing needs of a community, ensuring a mix of housing types for different income levels, and helping to work towards a minimum of 10 percent of year-round housing stock being designated as affordable. By demonstrating progress and establishing affordable housing production goals, Ipswich can maintain its “safe harbor” status. This status allows the Town to deny 40B development if it does not meet local needs. 

Focus Groups - A variety of community stakeholders with diverse interests have been invited to participate in small focus groups during the month of May. If you are participating in the focus groups, please first watch the video below, and review the accompanying materials. We will be discussing the focus group questions and completing the mapping exercise during your assigned focus group meeting.

Community Input - We also invite all community members to participate on their own. First: watch the video and review the HPP Info and Maps below. Then, download and complete the accompanying materials (also available below), including the Questions sheet and the Mapping Exercise. Please submit all materials by May 29th to the Planning and Development Department by mail to 25 Green Street or by email to Kristen Grubbs at kristeng@ipswichma.gov.
